How do I manage our Smart Shooter 3 licences? Is there a online site where I can deactivate the PCs where each licence is activated (as we do for deactivating Smart Shooter 4 licences on certain PCs)?

No unfortunately not.
Smart Shooter 3 uses a different and older licensing system, which does not have any way for customers to deactivate the license via website.
