Is it possible to create an action which would create a folder that images will go to with a UPC scanner? In other words, if the scanner button was pressed, a new folder is created with the UPC# scanned. This folder would now be the destination for my Capturegrid Photos.

No, the app does not allow you to trigger this kind of action when a new barcode is scanned.
However, if you use the barcode in the directory/filename of a photo, then the app will automatically create that directory when it downloads and saves the photo.
(ie. you have used the [Z] token in the Filename Expression option)
